Budget Spotlights 2025 #2: Roads and Public Works

The 2025 Mississippi Mills Budget process is underway. This year’s budget theme is focused on ‘Building Foundations for the Future.’
Bi-weekly Budget Spotlights continue - this week we're putting the Roads and Public Works department under the spotlight.
The Mississippi Mills Roads and Public Works Department is responsible for the operations, maintenance and asset management of the Municipality’s core assets, regulatory compliance, as well as waste services. Beautification services is also handled by this department.
Did you know…The Municipality maintains more than 360 kilometres of roads in Mississippi Mills? The department includes 17 full-time employees, two part-time landfill staff, three seasonal and one casual employee.

The total replacement costs of the Municipality’s core infrastructure assets is estimated at $316.8 million. How is that broken down?

26% for wastewater infrastructure

14% for water infrastructure

12% for stormwater infrastructure

9% for bridges and culverts

The draft budget contains over $4.3 million in proposed capital projects for Roads and Public Works. Projects include:

$2.7 million – Hard surfaced renewals and microsurfacing projects
-
$350,500 – Gravel management for Ramsay Ward
-
$273,315 – Sidewalk repairs
-
$138,975 – Gravel management for Pakenham Ward
-
$75,000 – Pavement management (patching and crack sealing)
-
$435,000 – New plow truck to replace 2006 International plow truck
-
$60,000 – Engineering review/design for the Campbell, Reid and Chute bridges
-
$20,000 – Traffic calming
WINTER CONTROL
The Municipality is responsible for winter road maintenance including plowing, sanding and salting municipal roads.
The Municipality must comply with Ontario’s Minimum Maintenance Standard for all roads.

WATER AND WASTEWATER
Treatment of Water and Wastewater is managed through a contract with Ontario Clean Water Agency, and the distribution of the watermains and wastewater collection system is managed and operated internally by Public Works. It’s important to note that water and wastewater costs are 100 per cent covered by user fees paid by those on municipal water/wastewater services.

2025 PROPOSED CAPITAL PROJECTS - WATER AND SEWER
The draft budget contains $3,195,750 in proposed capital projects for Water and Sewer. Projects include:

$419,000 – Sanitary sewer replacements, including lining and infiltration

$282,000 – Carss Street Watermain (from Union Street to River Street)
