Housing Accelerator Fund

Text: "3.3 million dollars over three years. 414 new homes in Mississippi Mills"

Mississippi Mills will be receiving $3,315,592.80 in funding over three years through the Housing Accelerator Fund (HAF), a federal program run by the Canada Mortgage and Housing Corporation (CMHC), to support the building of more housing within the Municipality.

Mississippi Mills is one of 23 local governments in Ontario benefiting from the second round of funding through CMHC’s Housing Accelerator Fund (HAF). 

The HAF grant will cover the cost of implementing these initiatives, most of which are set to be completed or launched within this year. The Municipality has already received 25% of the funding, with the remaining installments to be disbursed as key milestones are achieved. The goal is to issue a total of 414 permitted housing units over the next three years.

The Housing Accelerator Fund Action Plan for Mississippi Mills

The following is a list of initiatives that make up Mississippi Mills' Action Plan:

  •  Align development charges with the costs of infrastructure and service
  • Ensure that development and amenity charges are clear, transparent and pre-determined for the next five years
  • Provide accurate information about infrastructure needs and development charges, enabling the Municipality to effectively manage growth in a clear and transparent manner

  • Streamline building permit and planning application processes using e-permitting, digital tools, and automation to improve processing times and speed up reviews

  • Identifying opportunities to dispose of municipal-owned land for the purpose of developing affordable housing
  • Develop policies and guidelines to allow the Municipality to acquire strategic land parcels for redevelopment, including affordable housing
  • Pre-zone and/or pre-service priority sites to facilitate as-of-right redevelopment

  • Allow missing middle housing in all residential zones in Almonte, including back-to-back and stacked townhomes
  • Promoting the integration of Additional Residential Units (ARUs) in new subdivisions.

  • Introduce a Community Planning Permit System (CPPS) to speed up planning reviews for non-market and rental housing

  • Introduce an Affordable Housing Community Improvement Plan (CIP) to offer financial offsets for developments that include affordable rental units

  • Remove barriers to allow up to four (4) units as-of-right in delineated neighbourhoods of Almonte
  • Design and implement guidelines or pre-approved building permits for missing middle or Additional Dwelling Units (ADUs)
